There are no mods that do what you want because it's useless, with a couple of clicks you can already release all or take all, but with precision. It's just much easier to use the system already in place. Most people set their top troops deliberately because they spawn first in any siege, so most people will not want to use a take all button. Usually the garrison will have more troops than you can "carry" or have in your army, meaning that a take all button will just give you the top most troops on the list. Too few times where you're going to dump ALL of your troops into garrison, and even fewer still where you can take all troops.
